RSPCA's role in investigating animal welfare concerns

We have a team of over 35 Inspectors in our team who are responsible for not only enforcing the Queensland Animal Care and Protection Act (2001), but they are dedicated to investigating animal welfare complaints in all major regions throughout Queensland.

Our Inspectorate’s focus is assisting the public through pet welfare education - to reduce and prevent animal welfare issues. While many animal welfare complaints made to the RSPCA are resolved through supportive services and education, sadly our Inspectors still investigate shocking cases of animal cruelty and neglect every year.

I hear a dog constantly barking, can RSPCA rescue it?

Barking and noise complaints are best directed to your local Council who enforce Animal Management Acts. However, if you believe there are other animal welfare concerns for the dog, besides the animal being home alone, please contact us.

There is a dog left in a car what do I do?

Under legislation it is not an offence to leave a dog in a car, but it is an offence when the animal starts to suffer. If you believe an animal left in a car is suffering, note down all details of the vehicle, registration and location. If you can see the dog, is it heavily panting and in distressed? Does it have access to water within the car? If you believe the situation is an emergency and the animal needs immediate assistance, contact Police on 000. You can also call RSPCA on 1300 ANIMAL with the situation details. If you are in a carpark, notify Centre Management immediately for the owner to return to their vehicle.

There is a dog left in a house, can you investigate?

Every situation is different and some dogs do live inside homes while their owners are at work. If you have concerns about an animal’s living conditions, for example the animal has been left alone for over 24 hours, please contact our Inspectorate.

It’s summer and I’ve seen a horse in a rug, what can you do?

Rugging of horses is a common practice, and may be done for medical reasons or to assist with coat care. However if you feel the rug is too heavy for the conditions, for example the horse is sweating heavily, please contact our Inspectorate letting them know the type of rug the horse is wearing. From here our Inspectorate can determine if the rug is suitable for summer and next steps.

Can you take a secondary animal welfare report if the direct witness is unavailable?

No, in order to investigate an animal welfare offence, Inspectors will need to speak to the person who has first hand information about the concern.

Someone stole my animal, what should I do?

Animal theft is investigated by the Police. Please contact Queensland Police Service to report your pet as stolen. For any ownership disputes, you will need to seek legal advice as this is a civil matter.

Can you give me an update of an Inspectorate investigation?

Due to privacy laws our Inspectors are unable to provide updates or outcomes to animal investigations.

Can I report an animal welfare complaint anonymously?

No, without basic contact information, our Inspectors are unable to proceed with an investigation. A record of the event can be recorded against the address so Inspectors can view the report should any future reports be made. .

Will I have to provide a statement to Inspectors?

Depending on the nature of the report, you maybe required to provide a formal witness statement to enable the Inspector to progress the case.

I believe the dog I purchased is from a bad breeder, what should I do?

If your new dog is unwell, seek veterinary attention in the first instance. If you have concerns about where you purchased your puppy from, you should lodge a report with the RSPCA. When making the report you should provide all relevant information including any veterinary reports and correspondence between you and the breeder.
