When dog breeding goes horribly wrong...

Puppy farming is the indiscriminate, intensive breeding of dogs for commercial purposes with emphasis on production and profit where little or no consideration is given to the welfare of the animals.

Dogs bred in these facilities often suffer numerous animal welfare concerns including overcrowding, confinement, unsanitary conditions and a lack of basic and veterinary care, resulting in disease, distress and even serious medical concerns.

Dog breeding legislation

In 2017, the Queensland State Government passed new dog breeder registration laws where all puppies born must have a Breeder Identification Number (BIN).

The system was introduced to improve transparency and accountability in dog breeding, but in practice it has significant flaws. The system does not provide the level of oversight needed to prevent puppy farming, protect animal welfare, or give confidence to the public that breeders are being properly regulated.

What needs to change?

  • Introduce a small application fee to discourage multiple BINs.
  • Digital ID verification for applicant names.
  • Limit breeders to one BIN per person.
  • Verify both residential and breeding property addresses.
  • Establish clear enforcement processes for non-compliance.
  • RSPCA Inspectors require full access to the BIN database to investigate welfare complaints.
